Win2012R2 Achieving RDCB service availiablity without HA

We have Windows 2012 R2 RDS Session Host setup, with

• 2 x RDWA in Win NLB
• 1 x RDLic Server
• 4 x RDSH Servers
  
• 1 x RDCB server
• UPD store on SMB Share with HA

All the above mentioned RDS servers are HyperV 2012R2 Guest in a Hyper V Cluster.

We have not setup a RDCB HA as we are short on SQL license. [although we can afford, lets not get into corporate politics]

So, the point is, "How do ensure the availability of RDCB without setting up a HA?" We do not mind a little interruption in service [30min or so] if we can get the RDCB up an running again by hook or crook. This requirement may also apply for RD Lic server.
