RDP to Server 2008 R2 only works after the console has been connected to

I have a set of newly cloned servers running Server 2008 R2. These servers have RDS installed as well as Xenapp 6.5.  I am unable to RDP to these servers- the rdp client flashes very briefly to a black screen as if it is connecting and then the RDP window closes with no error. After someone has logged into and out of the console (vsphere) RDP works just fine until the server is rebooted. RDP licensing looks good and all Citrix functionality is runs normally. Any thoughts as to what could cause this?
