My understanding of Remote Desktop Services licensing has always been that per user licensing is not for concurrent use and that you essentially need a user CAL for each user that has the ability to log on to a RD session host environment regardless of if they are a regular or an occasional user.
I am trying to get some official Microsoft documentation on this to advise someone on their licensing situation.
There are various threads on here that say it's not for concurrent use however the only official Microsoft document that I could find on the topic that gets in to specifics is vague.

Under the multi user scenarios for windows server operating systems section they state:
"The windows server license terms described in the PUR specify that both a Windows Server Client Access License and RDS CAL are requiredwhenever a user is using any of the RDS product functionality or remotely connecting to windows server to display, access or use a GUI"
Whenever a user is using seems to state that if they are not using it then they don't require the RDS cal which frees it up for another user to use while they are using the RDS functionality.
I was wondering if anyone could help clarify Microsoft's licensing for RDS as they seem to contradict themselves in various documents on the subject.
