Access local drives for some users

Hi

I have small issue with RDS 2012R2, I can make access of local drives for all users, but if i make one GPO for some users to allow access and another GPO to prohibit for rest of users then I get problems.

I cannot make it work for 2 GPO´s, only one GPO works.

Is it limitation in GPO and Windows that you cannot have 2 same computers settings in 2 diffrent GPO that applies on same server?
