Task Manager Access for Non-Administrator accounts

I have a few helpdesk users that work to keep order on our terminal server farm in a 2008r2 Terminal Server environment. 

That said i would like the to be able to open the task manager and be able to see "processes from all users" so they can troubleshoot run away processes in user sessions etc. 

Is this possible?

I know i can make them local administrators but this is not an option.

I have tried:

setting the debug programs user right with local policy

Adding them to the local performance monitor users group

Running task manager via "run as administator"

Nothing has worked. 

I have tried process explorer but i could not get this to show the processes based on USERNAME. The username field shows "Unable to display token"

Is there a right or permission that can be added somewhere for my helpdesk users to be able to use Task Manager or Process Explorer and see what user accounts are using what processes without being a full administrator of the 2008r2 server in question?

Seems like a pretty simple request but i have not located it.  Is there a trick or tool that can be used?
