I am looking for the following:
A customer has about 10 people using TS2003. In that environment he uses a redirected start menu to limit the users to the specific apps he/she is allowed to use. The rest of the menu is completely empty and blocked out. It works perfect for them, However...
Due to some issues with the TS, he is migrating to a Windows Server 2012 deployment with RDS. We already made the Modern UI empty. However the customer would like some "folder" centralized to drop
icons in, which will be displayed on the Modern UI of the user. When a user calls and is "missing" an icon, he wants to copy-paste the missing icon to that folder, the user logs off and back on and the icon is automatically displayed on his/her Modern
UI.
I have found some things and walkthroughs, like:

These however require us to make a UI for each user, prior to them using it, and don't allow updates "on the go" with just dropping an icon in a folder and loading it.
Anyone have any good suggestions, besides the proposed "login and make it before the user uses it"?
