I have an RDS farm that several users are logging into - we are finding that the servers are ruinning at near 100% CPU all the time, task manager the CPU% of the processes does not add up to the overall amount of CPU that is reported e.g. everything adds up to about 40% but all cores are reportedly maxed out.
If I suspend a RuntimeBroker.exe service this immediately improves the situation. However has a knock on effect of preventing Microsoft Teams from logging in. Does anyone have any experience of RuntimeBroker using such high CPU and know how to resolve - there are many guides online to simply disabling the RuntimeBroker, or stopping "Windows Tips"/"Update from other places" - but those is more applicable to Windows 10 than Server 2016 I assume (as such options are not available)
